In this perspective article, we study proposals for enhanced removal at the Cat Canyon oilfield in Santa Barbara County. After two of three proposals were withdrawn in recent months, we emphasize how it was oil industry volatility and public opposition – in the place of condition regulations – which have brought county development programs into closer alignment with condition environment objectives.
